Background
Title: An Act to amend the parks, recreation and historic preservation law and the environmental conservation law, in relation to the survey of snowmobile trails Provisions: A.3093 directs the Office of Parks, Recreation and Historic Preservation (OPRHP) in consultation with the New York State Department of Environmental Conservation (DEC) to conduct a survey of all designated snowmobile trails in the state. Under the terms of the bill, no new trails can be designated or added to prior to the completion of the survey. Also no trail designations can be revoked. Finally, no action on snowmobile trail policy can occur prior to the completion of the survey. The terms of the bill apply to trails designated by either state agency. Statement of Support: Currently New York State has no comprehensive or reliable survey of snowmobile trails designated by the state. It is not consistent with the principles of sound planning to undertake the development of new trails or new policy governing trails absent a thorough knowledge of the existing trail resource. Unfortunately, the DEC has proposed a snowmobile plan for the Adirondack Park that did not include a survey of trails in the Park. Therefore, the Sierra Club believes that it is both important and necessary to pass legislation that requires the two state agencies involved in designation of snowmobile trails to complete a survey of trails prior to developing new trails or policy.
