Background
May 2, 2005 Memorandum of Support In Assembly 7603 by Assemblyman Green Title: An Act to amend the environmental conservation law, in relation to making environmental impact statements available on the internetProvisions:A.7603 amends New York’s environmental quality review law to require that environmental impact statements be made available free of charge to the public and state agencies. Statement of Support: If environmental impact statements (EIS) produced pursuant to New York’s environmental quality review law (SEQR) were posted on the internet, it would make these documents more widely available to the public. Current law requires that EIS be housed publicly accessible locations. In order to access these documents people may have to travel long distances, take time off work, or pay large sums of money to have the documents copied and mailed to them. Since providing for consideration and public disclosure of environmental impacts of proposed actions is the whole point of SEQR, the state must take advantage of every opportunity to make SEQR documents available to the public. In addition to requiring that EIS be published on the internet the legislature should also consider requiring that agency findings, and environmental assessment forms also be published in this medium.
